Ok, so, to start the ball rolling (perhaps) - I am looking for guidance. I am hoping at some point in the future (be it 10 months or more likely 10 years) I am hoping to run a game tentatively called Land of Mists (a nod to Arthur Conan Doyle whose Sci-fi I really love), a game set at the turn of the 20th century which will be a bit of a paranormal investigation game, less mad science and silliness, more Spiritualism is real. I have two potential systems to use as a base, Adventure! by White Wolf and classic Cthulhu. Now, it would be simpler to trim and customise Adventure! in the possibly over-used White Wolf system, but I do like me my D100 systems. I DEFINITELY do not have time to write a system from scratch.

Sounds very interesting. Go with Basic Roleplay. Very Happy Any Air Kraken involved?

Given the wealth of material available for Call of Cthulhu, and the growing support for BRP§ I'd have to agree with Wolverine - BRP seems a good fir, and if you can get the new core BRP book you can easily se some well tested BRP variant rules to fine tune the Call of Cthulhu base line system.

Might also be worth looking through the various Forgotten Futures collections by Marcus Rowland; especially Forgotten Futures III: George E. Challenger's Mysterious World

Well, there will certainly air creatures involved - not sure if I would call them Kraken as such but they will have beaks.

Well, certainly the Challenger's Mysterious World is very interesting to me assuming it is THE George Challenger of A C Doyle fame. I will most definitely look that up, thanks.

But yet we still love you. /jk

Nothing wrong with D100, I myself am a big D100 fan, so long as it matches the setting.

If you don't mind treading side-ways a bit, new or old WoD is a rather flexible system (as our Discworld game proved). Kept in check and at reasonable levels, it is a quick fluid system that is highly adaptable to any game or genre.
